John Barnwell, P.E.

John is Vice President of Business Development for the Harper Brothers family of companies. In this role, he focuses on strategic growth initiatives and relationship management for key joint contractors, system owners, developers, and builders. John ensures that the companies deliver value to their customers, which leads to sustainable growth for the firm.
Before his current position, he served five years as Senior Vice President of Operations at Centric Infrastructure Group, a Blackrock Portfolio gas and fiber utility and gas transmission company.
John is a Registered Professional Engineer and holds Bachelor of Science degrees in Engineering and Aviation.

Tim Leadley
Sr. Estimator
Tim is the Senior Estimator for HB Utilities (HBU), a Harper Brothers affiliated company. In this position, he is responsible for reviewing, analyzing, and interpreting all contract documents related to a request for proposal. Tim ensures the development of a detailed, comprehensive, and competitive cost estimate is submitted to the client to build the construction project. Tim is equally responsible for the creation and maintenance of HBU’s master bid schedule, along with risk/opportunity worksheets.
Tim has over 20 years of experience in civil infrastructure construction involving private, municipal, and government projects, specifically involving earthwork, site stabilization, wet utilities, and concrete paving flatwork. Early in his construction career, Tim served in field roles as a laborer, operator, and superintendent in some capacity for 5 years. The remaining time has included project estimating and/or project management.
Tim’s construction work experience started in the St. Louis, Missouri/Southern Illinois area before moving to Texas. This brings additional means, methods, and ideas to reduce project cost and/or duration.
Tim’s approach to estimating is based on his MBA and Bachelor of Science in Agribusiness degrees and his growing up in the agriculture industry. This unique combination of knowledge, skills, and experience allows Tim to offer our projects additional competitive construction advantages while maintaining a high level of project safety.
